bylaws CREA voorfabriek

last update: 10 December 2025

Welcome to the Voorfabriek of the cultural student centre CREA!
To ensure everyone has a good time, we have some rules. They are listed below.

1 general

1.1 opening hours

  • The current opening hours of the CREA building can be found on the visitor information page.
  • Exceptions to this are:
    • The building is closed on national holidays and during the Christmas and New Year period.
    • During the summer (often between early July and late August), the building has limited opening hours.
    • These days and adjusted opening hours are specified each year on the visitor information page.
  • Everyone must leave the building by closing time.

1.2 safety

  • The CREA building is freely accessible to the public. Therefore, please be alert and report any suspicious activity and persons to reception. Keep a close eye on your own belongings. Lock doors with your key if you are the last person to leave a room.
  • CREA is not liable for theft of property from studios and flex rooms. Therefore, when leaving a room, please ensure you lock the door with your key, even if you are just making a quick trip to the restroom.
  • All hallways and stairwells in the Voorfabriek are emergency exits. This means that no items (e.g. furniture, boxes, equipment, etc.) may be placed in the hallways or stairwell.
  • Users and visitors are required to take note of the evacuation instructions displayed in each room to the door and in the corridors and halls, and must familiarise themselves with the emergency exits and fire extinguishing equipment present.
  • If the evacuation signal sounds, you must immediately leave the building and report to the assembly point near the bridge opposite the J/K building (Roetersweiland). Always follow the instructions of the Emergency Response Officers (BHV; people in yellow/orange vests).
  • Users and visitors must follow the instructions of CREA staff at all times.

1.3 noise pollution

  • Be considerate of each other. Report noise complaints (if you cannot resolve them amicably with the other party) to reception.
  • When leaving the building in the evening, please be considerate of CREA’s neighbours.

1.4 smoking, pets and bicycles

  • Smoking is prohibited in the building and on the rest of the campus. Pets and bicycles are also not allowed in the building unless there is a medical necessity.

1.5 the elevator

  • The elevator is intended for people with limited mobility and for transporting (heavy) items. Everyone else takes the stairs. That seems like a big deal, but it’s not.

1.6 reachability and parking

  • Parking is not possible on the ground around CREA.
  • For loading and unloading you can contact the reception desk (receptie@crea.nl).

1.7 promotional material

  • There is a flyer cabinet in the entrance for residents of CREA.
  • In the main hall on the second floor (near room 2.04), there is a noticeboard for general use.
  • You may hang posters and/or notices on the walls of the Voorfabriek on the upper floors. Please use sticky tape (“posterbuddies”) to avoid damaging the paintwork. Other walls in the building are off limits.
  • The CREA website contains information about all the organisations in the building. Please check this information for your own organisation and submit any comments, additions, or alterations to the webmaster. (publiciteit@crea.nl).

1.8 copying and printing

  • In the downstairs repro room, there are print/copy machines available to all organisations (A3 and A4, both black and white and colour). You can purchase credits on your office key at reception. Using the key and your login details, you can then make prints and copies. Please note that we have one (1) colour printer, which is located right next to the large window.
  • Costs for copying and printing (1-9-2025):

Type                   copying          printing

A4 black              € 0,05                   € 0,05

A4 colour            € 0,20                   € 0,40

A3 black              € 0,15                   € 0,30

A3 colour            € 0,40                   € 1,00

1.9 mail

  • In the repro room, where the print/copy machines are located, there are mailboxes for organisations that are allowed to use CREA as their postal adress.
  • Er is no central mail service at reception. If you wish to send packages or letters, you will have to arrange this yourself.
  • Packages will be received by reception and must be collected within one (1) week.
  • If you wish to have large packages deliverd to CREA, you must coordinate this with the Voorfabriek contact person or reception (voorfabriek@crea.nl / baliecoordinator@crea.nl).

1.10 trash

  • Paper: there is a large blue paper recycling bin on the elevator landings on the 2nd, 3rd, and 4th For 1st-floor users, there is one in the stairwell at the end of the hallway. Paper in large quantities (e.g. large amounts of prints or archive materials) must be disposed of in accordance with the regulations regarding bulky waste (see below).
  • Food scraps and packaging: please dispose of leftover food packaging in the closed bins next to the elevator. If this doesn’t fit, you can pick up the alley key at reception. Be mindful of the fact that pizza boxes should be disposed of in the residual waste instead of the paper bin.
  • Residual waste: in the alley next to CREA are containers where residual waste can be desposited. The key to the alley gate can be picked up at the reception desk.
  • Glass: glass can be disposed of in the grey bins near the pantries/kitchens. When these are full, you can empty them into the glass container in the aforementioned alley.
  • Bulky waste: please contact the building managers (beheer@crea.nl) if you need to get rid of bulky waste. Additional costs may apply for the disposal of bulky waste.
  • Electrical scrap (appliances, etc.): deliver small quantities/equipment to reception. Larger quantities of appliances should be disposed of as bulky waste (see above).
  • Trash bins: each room has a trash bin for residual waste. Please take full bags to the large grey residual waste container in the alley (see above). Please make sure you replace the bag afterwards.
  • Empty ink cartridges: deposit in the box provied for the Stichting App in the repro room next to the reception.

2 use of rooms

2.1 types of rooms

  • The Voorfabriek offers (shared) offices and flex spaces. The allocation committee determines whether an organisation receives a(n) (shared) office of becomes a flex user.
  • Offices are rented for the exclusive use of one or more organisations for a maximum period of one academic year (the 1st of September until the 31st of August). You are responsible for furnishing your own office.
  • Flex rooms are available for all other Voorfabriek organisations that have been approved. These rooms are suitable for meetings and/or work sessions. CREA will provide basic furnishings with tables and chairs.
  • Some flex organisations have a locker available in room 2.18 or 3.18A.
  • Room 3.18 is the Voorfabriek’s living room. This room cannot be reserved, except for regular drop-in consultations that have been agreed upon by CREA.

2.2 use of the rooms

  • The Voorfabriek rooms are intended as work and meeting spaces for student organisations.
  • The flex rooms may be used from Friday 17:00 to Sunday 18:00 for small, private events that align with the values of the organisation and CREA. Explicit permission is required for this. This can be requested up to a week in advance by sending an email to baliecoordinator@crea.nl. If explicit permission is not granted by CREA, an official warning may be issued. Example of small, private events that CREA has approved in the past include: game nights, book clubs, and small-scale craft activities. Events that are definitely not allowed are: drinks (borrels, which can take place in the cafe), karaoke and paintball.
  • Free or low-cost workshops (only covering the cost of necessary materials) may also only be held from Friday 17:00 to Sunday 18:00. Workshops and practice sessions for the performing arts must always be held in the studios (not the flex rooms).

2.3 reserving flex rooms/office

  • Organisations with the unlimited flex option can reserve flex rooms up to a month in advance at reception (or by phone 020-3991212). This can only be done by people on the key list. This option also applies to the large meeting room 3.12.
  • Organisations with the ALV option must submit their ALV dates by the 15th of August each year. If they wish to add more options later, they can reserve the large meeting room 3.12 up to six months in advance (within the current academic year) via the secretariat (planning@crea.nl) or the reception coordinator (baliecoordinator@crea.nl).
  • CREA has a 24-hour cancellation policy for bookings. Cancel within 24 hours and you will not receive a refund for the space you booked. Reserve a space that suits your activity. Don’t request a large space for a small group.
  • The key can be picked up at reception and must be returned there afterward. If a key is lost, CREA may charge a €50 fine.
  • If it turns out that a booked space is not needed after all, please inform reception immediately (020-3991212). If it discovered that booked spaces are not being used, this may affect future bookings.
  • We have many student organisations in-house and therefore request that you only reserve rooms that you really need.
  • When you receive the key for your office or locker, you must sign in. Do this by writing your name and the time you receive the key on the list on top of the reception desk. When you leave the office, return the key to the reception desk and sign out again.

2.4 access

  • All organisations must submit the names, photos and phone numbers of the individuals authorised to collect the key via sleutellijst@crea.nl by the 1st of September.
  • Each organisation has one key at the reception desk. This card provides access to the spaces the organisation can use in accordance with the user agreement.
  • The key can be collected by anyone on the key list. Any special requirements for booking the rooms can be noted (please highlight them in yellow) in the comment field for each person. When collecting and returning the key card, you must sign in and out at reception. The key may never leave the building.
  • The key unlocks the lock of a room door by holding it in front of the lock. When the light turns green, the door is now open. The lock then remains open until you lock it again. To lock the door (even if you leave for only a minute, but especially if you’re the last to leave), the card must be hled in front of the lock again. The light will then turn red, meaning the door is locked.
  • If the key unexpectedly fails to open the door, place it on the small blue device downstairs at reception. Hold the card there until the green light stops flashing.
  • The last person present from an organisation closes the windows and turns the heating to 2, then locks the door. The key is then returned to reception at the pre-arranged time.
  • In case of loss of a key, replacement costs are €50.

2.5 food and drinks

  • On each floor, there are kitchens in the hallway for preparing food and drinks (e.g. sandwiches, coffee, tea) and washing dishes. The use of hot plates, air fryers and (combi) ovens is not permitted. Panini presses (or tosti-ijzers) and microwaves are permitted, provided they are used responsibly. In other words: be very careful when preparing food and always stay near the appliance when it is in use. Don’t walk away! If irresponsible use leads to an evacuation of the entire building, CREA will recover the costs of this evacuation from the responsible organisation. With dozens of studios, two professional performance spaces and the cost of (unnecessary) fire department deployments, costs can be high.
  • The kitchens must be and remain clean. Therefore, wash your cups and plates immediately. CREA expects organisations with their own or shared office to keep an eye on this.
  • If the kitchen counters are completely empty, they will be cleaned by CREA cleaners. If there’s anything on the countertop, the kitchen will not be included in the cleaning.
  • The offices, meeting rooms, and hallways are explicitly not intended as drinks (borrels) venues. Arrangements can be made with the cafe (cafe@crea.nl) regarding organising drinks (borrels).
  • Ordering food is permitted provided that any remaining packaging is placed in the residual waste container in the alley the same day. This also applies to pizza boxes.
  • If you order food, make sure it is clear which organisation it is for and make sure you are ready to receive the food.

2.6 cleaning

  • Your offices are NOT cleaned by CREA. Each user is responsible for their own daily cleaning. A vacuum cleaner and mop can be borrowed from reception. These, like the keys for offices and lockers, must be signed in and out.
  • About twice a year, “Operation Fire Engine” takes place. The cleaning service then thoroughly cleans all the rooms. CREA will notify you well in advance when this takes place. Every room must be thoroughly cleaned and the floor cleared.
  • The flex rooms are cleaned on weekdays.
  • The kitchens are cleaned on weekdays provided the floor and counter are cleared.

2.7 furnishing and building management

  • Organisations with their own office provide their own furniture.
  • There are tables and chairs in the flex rooms and some flex organisations have access to a locker in 2.18.
  • Organisations are responsible for the proper use of the rooms, flex rooms and associated storage areas.
  • Problems with the locks and fittings of doors and windows, problems with lighting, and glass damage can be reported to the building management (beheer@crea.nl).
  • All walls in the Voorfabriek are made of plaster. This makes hanging heavy objects impossible. Always consult with the building management (beheer@crea.nl) before doing anything to the walls.
  • Painting walls in your own office is permitted, but always consult building management beforehand (beheer@crea.nl). When a space is no longer in use, the walls must be returned to white.
  • Painting window frames, doors and woodwork is not permitted.
  • Structural adjustments and adjustments to the rooms and installations are not permitted.
  • When connecting electronic equipment, pay attention to safety. Consider the condition of extension cords, power strips, and cables, and ensure that too many heavy-duty devices are not connected to a single outlet. Extension cords should not be “daisy-chained” (a power strip with multiple connections to another power strip with multiple connections, etc.). If you have any doubts about the above, please contact building management (beheer@crea.nl).
  • Stay close to turned on cooking appliances. Fire is just around the corner.

2.8 data and telephone connections

  • The building is equipped with wireless access points that can be used by anyone with a UvA, HvA, or Eduroam account. To use the Wi-Fi, please ask for instructions at reception.
  • The use of routers is not allowed.

2.9 costs

  • Every organisation pays a building contribution based on the facilities allocated by CREA. In addition, organisations that have their own or shared space pay per square metre of floor space of their rooms.
  • After allocation, organisations receive an invoice that must be paid within one calendar month.

3 flex spaces

  • Open meeting areas have been set up on the landings at the end of the corridors on the 2nd, 3rd and 4th These meetings areas can be used free of charge by residents, users, and visitors without reservation.
  • For the flex rooms and offices a reservation and key are required.
  • CREA organises evening courses in the classrooms. Outside of these classes, they are available for meetings when there’s no space available in the Voorfabriek. The cost for these rooms is €9 per hour.
  • Users are expected to leave the spaces tidy (do not leave coffee cups, food scraps, etc. Lying around, put chairs and tables back where they were).
  • A flip chart (free) and a projector (€15 per session) can be reserved at reception. This project may not leave the building.

4 sanctions

  • To keep the building tidy and safe, everyone must adhere to these house rules.
  • Organisations are responsible for the conduct of their board members, members and visitors.
  • Building management and reception staff have the right to periodically check and inspect all offices. This includes checking for unauthorised equipment, food waste, and the cleanliness of the space maintained by residents.
  • If you violate these house rules, you will receive a warning. After three official warnings, CREA has the right to terminate the user agreement.
  • An organisation with whom the user agreement has been terminated cannot use the facilities in the building in the following year.
  • The allocation committee reserves the right to terminate the user agreement if it deems this appropriate.
